Thomas WhippenVice President, Health ServicesTom Whippen is the Vice President of Military Healthcare Programs at Universal Consulting Services. With 26 years of experience in the Military Health System (MHS), Tom is responsible for managing and supporting military healthcare programs and initiatives. He is also in charge of developing services to support the MHS and other federal agencies focused on providing superior state of the art health and preventive care for Service members, their families, and those retirees who have served our nation.Tom has been a principal assistant at the Navy Bureau of Medicine and Surgery providing expertise with health care policy and program management. He has extensive knowledge and experience providing technical assistance, regulatory policy development and analysis, healthcare program evaluation, and implementation support at the senior executive level within the MHS, Department of Veterans Affairs, and Department of Defense. Byron Y. OwensVice President of OperationsByron Owens is the Vice President of Operations at Universal Consulting Services. In his position, Byron manages the day to day operations and administration of the company as well as the various Program/Project Managers working for Universal Consulting Services. He is a 25 year military veteran and has experience in the private sector as a consultant and international manager with expertise in Health Care, Operations, Finance, and Resource Management. Byron is also an Adjunct Professor at Mountain State University where he teaches various courses in Organizational Leadership. Erik NecciaiDirector of Business SolutionsErik Necciai is the Director of Business Solutions at Universal Consulting Services. In his position, Erik is responsible for developing corporate growth strategies, capturing new business, and nurturing client relationships.Erik brings a wealth of experience and knowledge of business and federal contracting issues from his service in all three branches of the Federal Government. Erik experience is the private sector is equally diverse including working with both small and large business, including SAIC. Just prior to joining UCS, Erik served as Counsel to the U.S. Senate Committee on Small Business & Entrepreneurship where he developed legislation in the areas of procurement, acquisitions, and contracting, as well as for the technology and innovation community. Erik has a B.S. in Biology and Chemistry from Virginia Tech, and a J.D. from TMC Law School in Michigan. He is currently pursuing an MBA at Johns Hopkins University. |
